Digital Network Access Communications Inc. d/b/a DNA Communications (“DNA”) publishes these Broadband and Internet Service Disclosures in accordance with its obligations under:
These Disclosures apply to all DNA broadband Internet access services, for both residential and business customers.
Voice and telephone service limitations, including E911 disclosures and power-outage warnings, are covered separately in DNA’s Telecom and Voice Disclosures.
DNA provides broadband Internet access service using three distinct network infrastructures:
Delivered over Frontier copper infrastructure using DSL equipment at the customer premises. Service is asymmetrical — download speeds are higher than upload speeds. Actual speeds vary based on the physical condition and length of the copper loop serving the customer’s location. DSL service is available in DNA’s copper service area, including the Hinckley and Malta areas.
Delivered over DNA-owned and operated fiber infrastructure. Service is symmetrical — download and upload speeds are equal. DNA fiber service is available in DNA’s fiber service area.
Delivered over fiber infrastructure owned and operated by Rochelle Municipal Utilities (RMU), which DNA uses under an access agreement. Service is symmetrical. RMU fiber service is available exclusively within the City of Rochelle, Illinois.
All three service types are available to both residential and business customers. The applicable service type and plan are identified in the customer’s service agreement or order confirmation.
Federal regulations require DNA to provide a standardized broadband facts label for each service plan. These labels disclose, in a standardized format, the monthly price, typical speeds, latency, data allowances, and other key terms for each plan.
DNA’s broadband facts labels are available on the service plan pages at dnacom.com. Each plan’s label is linked directly from the plan listing. Labels are publicly accessible without account login.
Machine-readable broadband-label data. 47 CFR § 8.1(a)(3) currently requires a CSV spreadsheet of label data at a dedicated URL. The FCC proposed eliminating this requirement in November 2025 (CG Docket No. 22-2) but has not finalized the rollback. EITHER (a) if the rollback is final, delete this notice, OR (b) create the CSV, host it at a stable URL, and replace this notice with: “Machine-readable label data in spreadsheet format is available at [URL].”
Customers who are unable to locate a label for their current plan may contact DNA at support@dna-communications.com or by calling the number on their invoice.
Except for the limited security-related port filtering described in Section 4.6, DNA does not block lawful content, applications, services, or devices.
DNA does not throttle, impair, or degrade lawful Internet traffic based on content, application, service, user, or device.
DNA does not offer or engage in paid prioritization. DNA does not favor any lawful Internet traffic in exchange for consideration, and does not throttle traffic in a manner that creates a fast lane for preferred content or services.
DNA does not prioritize traffic from affiliated entities over other lawful traffic.
DNA’s networks are designed and monitored to maintain consistent service quality. DNA does not currently employ throttling or traffic shaping as a congestion management technique. In the event that network congestion is identified, DNA’s policy is to address it through network capacity measures rather than by selectively degrading customer traffic. DNA does not establish usage tiers or traffic classes that would prioritize some customers’ traffic over others during periods of congestion.
DNA applies port-level filtering at the network edge to protect the network and customers from known attack vectors. The following traffic is blocked for security purposes:

This list reflects DNA’s current standard security filtering. It may be updated from time to time as threat conditions change. Business customers with specific operational requirements may contact DNA to discuss configuration needs. These security filters are applied at the network edge as infrastructure protection measures; they do not constitute content-based blocking of lawful applications or services.
Customers may attach any lawful device to DNA’s network. Use of the network remains subject to DNA’s Acceptable Use Policy.
DSL service performance varies based on the physical copper loop serving the customer’s location. The following typical speeds represent expected performance under normal network conditions for each plan:

Typical latency for DSL service: approximately 10 ms.
Actual DSL performance may be lower than typical figures depending on loop length, loop quality, and in-home wiring conditions. DNA can provide customers with an estimate of expected performance based on their service address prior to installation.
Fiber service provides symmetrical speeds — download and upload speeds are equal under normal network conditions.

Typical latency for fiber service: approximately 5 ms.
RMU fiber service is delivered over RMU-owned infrastructure and carries the same plan speeds as DNA fiber service. As with all fiber plans, actual performance may vary based on in-home wiring, customer equipment, and Wi-Fi conditions.

Speeds measured from a device connected directly to DNA’s network equipment via a wired connection will most closely reflect the plan’s typical performance.
DNA monitors network performance using network management systems across its infrastructure. Typical speed and latency figures are derived from advertised plan data, network monitoring, and the FCC Broadband Label Generator process. Customers can test their broadband performance at any time using standard Internet speed testing tools. Customers who believe their service is performing below typical levels should contact DNA’s technical support team.
Current monthly pricing for all DNA Internet service plans is available at dnacom.com. Prices vary by plan and service type. Promotional rates may be available for new customers and are subject to the terms stated in the applicable promotional offer.
Installation fees may apply depending on the service type and contract term selected. Current installation fees and any applicable waivers are disclosed at the time of order and in the customer’s service agreement.
DNA Internet service is available on the following term options: month-to-month, 12-month, 24-month, and 36-month. The applicable term is identified in the customer’s service order.
Customers on a month-to-month plan may cancel service with 30 days’ written notice. No early termination fee applies to month-to-month plans.
Customers on a fixed term plan who terminate service before the end of their term are responsible for an early termination fee equal to the remaining months of their monthly recurring charge through the end of the contracted term.
DNA does not impose data usage caps or data allowances on any residential or business Internet service plan. All plans include unlimited monthly data usage.
Equipment requirements vary by service type. Any equipment fees, if applicable, are disclosed at the time of order and in the customer’s service agreement.
Promotional pricing and bundled service offers are available from time to time. The terms, duration, and pricing of any promotional offer are disclosed at the time of sale and in the customer’s service order confirmation.
DNA does not inspect, monitor, or share the content of customer Internet traffic as a matter of network policy. DNA processes network traffic data solely for the purpose of operating, managing, and protecting the network.
DNA does not sell customer Internet traffic data to third parties and does not use customer traffic data for advertising purposes.
DNA may disclose customer information or network data as required by law, subpoena, court order, or regulatory mandate. DNA’s full privacy practices are described in the DNA Communications Privacy Policy.

DNA will make reasonable efforts to respond to and resolve customer concerns in a timely manner.
Customers whose concerns are not resolved by DNA may file a complaint with the Federal Communications Commission at fcc.gov/consumers/guides/filing-informal-complaint, or by calling 1-888-CALL-FCC.
DNA may update these Disclosures from time to time to reflect changes in services, pricing, network practices, or applicable regulatory requirements. Updated versions will be published at dnacom.com/legal/internet-service-provider-disclosures and will take effect as of the stated effective date.
Continued use of DNA’s Internet services following publication of updated Disclosures constitutes acceptance of the revised terms. Customers who do not agree with a material update may terminate service in accordance with Section 6.4. Where an update materially and adversely changes the terms applicable to an existing customer’s service, that customer may terminate service without incurring an early termination fee.
